  • 5 cloves garlic (minced)
  • 10 cloves garlic (roughly sliced)
  • 1/4 cup parsley (minced)
  • 5 tablespoons rosemary (chopped)
  • 5 teaspoons kosher salt
  • 1 1/2 teaspoons black pepper
  • 2 tablespoons olive oil
  • 1 1/2 cups water
